public notice: Residential BUILDER WORK LIMITATIONS

  • A Residential Builder's license alone is an inadequate qualification for performing mechanical, electrical, or plumbing (MEP) work. Any contractor performing any MEP work which requires a license (> $200 in value) is required to have a current license appropriate for the trade issued by exam from the State of South Carolina. Residential Builders without additional licenses appropriate for the trade are prohibited from performing MEP work valued at greater than $200.00

ALL PERMITS ISSUED AFTER FEBRUARY 29, 2012 WILL REFLECT THIS POLICY CHANGE.



Purpose:
Development Services
enforces South Carolina adopted construction standards for all new construction, renovations, and additions. Inspection personnel are licensed  by the State of South Carolina. Our goal is to ensure a safe residential and commercial building environment and to protect the Citizens of Clover by providing construction oversight to ensure that contractors performing work are properly licensed and qualified.

Responsibilities:

Administer the building permitting and inspection program for residential and commercial buildings. Performs periodic fire inspections of existing commercial buildings.
Ensures compliance with local ordinances. Ensures contractors are properly licensed. Provides code interpretations.

Note: the immediate penalty for failure to obtain a construction permit is two times the permit fee. Demonstrating compliance with construction codes after a structure is built may require opening up concealed areas of the building, hiring engineers, performing costly retrofits, or removal of the building.

How do I Call For an Inspection?

The person or company in whose name the permit was issued should call one working day ahead of the desired inspection. Call 803-222-9495 to arrange an inspection.

When does a permit expire?

Permits expire six (6) months (180 days) after the issue date if no work has commenced.
Permits also expire when work has been suspended or abandoned for six (6) months (180 days) at any time after the work has commenced.

How do I determine the job value for a permit application?

The following are typical examples of costs to be included:

  • Design and costs associated with construction plans and specifications
  • All building construction costs, including soil exploration, excavation, backfill, compaction, shoring deep foundations and shallow foundations
  • Fixed or built-in equipment, including mechanical, electrical and plumbing (including kitchen equipment, elevators or lift equipment)
  • Special inspections and structural tests
  • Interior and exterior finishes
  • Fire protections systems
  • Graphics/signage
  • Costs in place: including material, labor and equipment
  • Labor, sub-contractor costs, overhead, profit and taxes
The following represents typical examples of costs which are not included on Building Permit Applications:
  • Non fixed equipment such as furniture, furnishings (window treatments) and portable equipment
  • Land value
  • Site improvements

What are my rights as a Residential Renter? What are the duties of a Residential Landlord?

The Town of Clover has not adopted a Property Maintenance Code and the Building Official has limited authority over existing buildings. The law below addresses the relationship between tenants and landlords, but it is not enforced through a Building Official. If you have specific questions, you should speak with an attorney about your rights under the law.
