POLICIES AND PROCEDURES
OWNER SURRENDER ANIMALS
Definition: Domestic dogs or cats that are not wanted by the owner
for any number of reasons.
-
Animal Control will not take possession of such
animals.
-
These animals are the responsibility of the pet
owner.
-
The owner is encouraged to find a new home for the
pet or deliver it to the York County Animal Shelter in York, SC.
Note: special exceptions may be considered upon
request, such as for elderly citizens who are unable to drive.
STRAY ANIMALS
Definition: Any domestic animal found loose, not under the
immediate control of a competent person or owner.

Animal Control routinely patrols Town streets in
an effort to capture stray animals.
-
Any stray animal captured is delivered to the York
County Animal Shelter (in York) within 48 hours, and normally the same
day as captured.
-
Any stray animal captured may be released to the
rightful owner prior to transporting to the York County Animal Shelter
for a $25 fee.
ANIMAL TRAPS
The Animal Control Officer provides humane box traps to Clover residents
for the purpose of capturing and removing nuisance stray domestic animals
from private property. The following is the Policy of Animal Control:

An adult of legal age must be home for delivery of
a trap to sign the necessary agreement unless other arrangements have
been made.

Traps will be set by Animal Control on private
property in an area designated by the property owner.

Traps will be set for no more than 10 days, and
will be removed by Animal Control over weekend periods. Extensions may
be granted at the discretion of Animal Control.

Upon request, a lock and chain can be provided by
Animal Control for securing the trap.

The property owner shall notify Clover Animal Control
when an animal is noticed to be captured.
-
Animals will be removed from traps by Animal
Control only, during normal business hours. No other person is authorized to
release an animal or tamper with traps, under penalty of law.
INJURED ANIMALS
-
Animal Control will respond to reports of stray
dogs or cats with life threatening injuries in a public street during
normal business hours.
DEAD ANIMALS
-
Public Works will respond to reports of animals in
a public street that are a traffic hazard only.

Dead animals on private property are the
responsibility of the property owner. Such animals may be deposited in a
thick plastic bag and set out for normal trash collection.
WILD ANIMALS
Definition: Non-domestic animals such as
foxes, possums, skunks, snakes, etc.

Animal Control will NOT respond to reports
of wild animals on private property. The property owner is encouraged to
contact a private pest or wildlife control company.
LIVESTOCK
-
Animal Control will NOT respond to issues
involving livestock. Rather, any violations of City ordinances or zoning
laws will be enforced by Development Services code enforcement
personnel.
ANIMAL ABUSE
Definition: Animal abuse is the failure of any person to adequately
house, feed, water, and provide proper veterinarian care for any animals
in their possession or custody. Abandonment is a form of abuse and can
include leaving an animal unattended on private property or permanently
releasing a domestic animal on pubic or private property.

The Animal Control Officer
will investigate reports of abuse and document confirmed cases of abuse
with photographs.

Animal Control will make
every effort to contact the owner or keeper of the animal.

If the animal is not
in immediate distress, the Animal Control Officer should instruct or
leave a message with the owner and provide them 24 hours to abate the
conditions.

If no owner or keeper cannot
be located, the animal may be seized and taken to the York County Animal
Shelter where it may be euthanized or put up for adoption according to
their policies.

If abatement has not
occurred within 24 hours, the Animal Control Officer shall call York
County Animal Control for guidance.

If the animal is in
immediate distress, the Animal Control Officer shall call York County
Animal Control for guidance.

Any owner or keeper of an
animal that fails to comply with or cooperate with Animal Control in
abating the conditions shall be referred to the Police Department and
charged under applicable laws dealing with cruelty to animals.
ENFORCEMENT POLICIES

The Animal Control Officer will enforce ordinances as written.
-
The Animal Control
Officer will ask the Clover Police Department to assist in enforcement
of ordinances when necessary.
